The Dragon Emperor was clearly saying that he was up for a negotiation. As long as he found it reasonable, he was willing.
"You don't need my opinion?" Jin Rou chuckled, "I am the guardian of Xiu'er. Of course, it will be up to me whether to send him back or not. Though, I bet you already know my decision, Dragon Emperor."
